"The Colonial Secretary [at Hong-Kong], has asked me to transfer ryself to the Hong-Kong service.such transfer being approved by the Governor. The Hong-Kong Government will pay off the bond I am under to the Selangor government, and all expenses incurred by me up to date in learning. Chinese. And Boreover no other name has been submitted to the Governor for bis approval. #bereas be bas approved of my name. "
The whole thing is therefore. fixed with one important exception, that is, the consent of the High Commissioner at Singapore. He may or may not consent. In the latter case I shall at once appeal to the Colonial Secretary [1.3., in England]. But any appeal I right send would have to go through the Sigh Commissioner's office at Singapore,es be is my official bead".
[Mr Ross further explains that owing to the increase of territory Song- Kong is suddenly short-handed of Chinese scholars, and that the Colonial Sec-
retary there has selected him out of the Malay cadets who are learning Chinesa).
